What about "under coating"
I'm patching some rusted out metal in the trunk of my '66 mustang. The surface of the metal that faces the street was covered with a tarry, rough black material. They called it "undercoat" when I was a kid, and everyone (including my Mom, the original owner) had their car undercoated. It was intended to resist rust, but I noticed when I scraped it off in the rusty areas, the metal underneath was covered with surface rust. When I finish my repair, should I coat the street surface with undercoat again, or roofers cement, or just paint?

undercoating
